Norway is contributing approximately 2.8 billion Norwegian kroner to the NATO-led mechanism PURL (Prioritised Ukraine Requirements List) to fund military support for Ukraine. According to both the Norwegian government and Ukraine's Ministry of Defence, the support will be used for, among other things, air defence systems and Patriot missiles.
PURL, the Prioritised Ukraine Requirements List, is NATO's programme for coordinating the financing and donation of American military materiel to Ukraine. According to the Norwegian government, Ukraine has in 2026 specifically requested air defence systems, drones, and long-range artillery ammunition.
– Together with European partners, Norway is financing military support packages from the United States to Ukraine's defence effort. We now have an important new contribution. I hope that more European countries will contribute further to ensuring that Ukraine quickly receives vital military equipment, says Norway's Prime Minister Jonas Gahr Støre in a press release from the Norwegian government.
According to the Norwegian government, Norway has in total contributed more than 12.5 billion Norwegian kroner through PURL. The Storting (Norwegian parliament) has simultaneously decided on continued military support for Ukraine totalling 70 billion Norwegian kroner during 2026.
– The PURL initiative is the most effective mechanism for supplying Ukraine's armed forces with critical weapons that Ukraine needs, such as Patriot missiles, says Norway's Minister of Defence Tore O. Sandvik.
In a separate statement from Ukraine's Ministry of Defence, it is stated that the new Norwegian funding amounts to approximately 302 million US dollars and that the package includes, among other things, Patriot missiles and support for Ukraine's air defence.
During a meeting in Oslo (Norway's capital), Ukraine's Minister of Defence Mykhailo Fedorov thanked Norway and Prime Minister Jonas Gahr Støre for the support. According to Ukraine's Ministry of Defence, the parties also discussed cooperation on drone production, long-range ammunition within the so-called Czech ammunition initiative, and the development of air defence systems.
According to Ukraine's Ministry of Defence, Fedorov also presented Ukraine's defence strategy to representatives from the Nordic Defence Cooperation (NORDEFCO). Topics raised included projects within drones, ammunition, ballistic air defence, and space technology.
During the visit, Fedorov also met with the Norwegian defence group Kongsberg Gruppen for discussions on the continued development of the NASAMS (Norwegian Advanced Surface-to-Air Missile System) air defence system and deliveries of missiles for the systems ahead of winter.
