Finland and Brazil have signed a memorandum of understanding on cooperation in defence industry and defence technology. The agreement was presented in connection with Brazilian Defence Minister José Mucio Monteiro Filho's visit to Helsinki (Finland) on 8 June.
According to the Finnish Ministry of Defence (Puolustusministeriö), Defence Minister Antti Häkkänen and his Brazilian counterpart discussed bilateral defence cooperation, the international security situation, and Finland's model for comprehensive security before the memorandum of understanding was signed.
"Brazil's extensive expertise in the defence industry creates excellent conditions for deepened cooperation. Promoting defence materiel cooperation between our countries will bring new export opportunities for the Finnish defence industry," said Antti Häkkänen in a press release.
The Brazilian Ministry of Defence describes the agreement as part of an effort to deepen bilateral relations and strengthen dialogue between the two countries' defence industries. During the visit, José Mucio also met with representatives of the Finnish defence and aerospace industry association.
According to the Brazilian Ministry of Defence, the minister also visited the Finnish company ICEYE, which develops satellites equipped with Synthetic Aperture Radar (SAR). ICEYE has, among other things, concluded an agreement with the Swedish Defence Materiel Administration (FMV, Försvarets materielverk), which NDS reported on 12 January 2026.
Brazil states that the visit contributed to an exchange of experience and deepened cooperation between the two countries' institutions, while also creating new opportunities for their respective defence industries.
