The investigation into the staffing of the civil defence has submitted its report to the government and the Minister for Civil Defence, Carl-Oskar Bohlin. The report proposes a general activation of civil duty, including conscription and basic training, to ensure personnel needs within critical societal functions during heightened alert or war.

– During heightened alert or war, society needs to quickly adapt and mobilise resources. A fundamental prerequisite for this is to ensure the personnel needed within critical societal functions, says Carl-Oskar Bohlin in a press release from the Ministry of Defence.

Civil duty is primarily proposed to cover areas such as rescue services, electricity supply, healthcare, electronic communications, and security operations, with the latter two being new areas for civil duty. Relevant authorities are recommended to be tasked with investigating how civil duty should be implemented as soon as possible.

The investigation, led by Sören Öman, also proposes that voluntary defence organisations be given an enhanced role in training personnel for the civil defence. Further proposals include security vetting of those subject to civil duty and shorter training with general service duty during heightened alert.
