The Swedish government has instructed the Civil Defence and Resilience Agency (MCF) to begin re-establishing a national construction and repair readiness capability. The capability is intended to be used to clear, repair, and restore critical infrastructure during heightened alert and war.
In a press release from the Ministry of Defence, the government states that MCF, together with other agencies, will map out which resources already exist and which additional resources are needed. The agency will also develop the division of responsibilities and a basic capability to coordinate construction and repair readiness nationally, as well as support corresponding work at the regional and local level.
"Sweden, just like Ukraine, must have the ability to quickly repair roads, railways, and power supplies in the event of an armed attack. This will be a very important reform for building a functioning total defence and for being able to support the military defence," says Minister for Civil Defence Carl-Oskar Bohlin in the press release.
The work builds on the Inquiry into the Business Sector's Supply Readiness, which in June 2025 submitted its final report on, among other things, a modern construction and repair readiness capability. The inquiry had been tasked with analysing the conditions for introducing such a capability in Sweden and submitting the necessary legislative proposals.
By 1 March 2027 at the latest, MCF is to present proposals on how the capability can be scaled up according to different levels of ambition and how the various options can be financed. The final report is to be submitted by 30 April 2027 at the latest.
