Due to the deteriorating security situation and lessons from the Ukraine war, the government is making a significant effort to strengthen civil defence. For 2025, 2 billion kronor are allocated, bringing the total to 8.5 billion kronor for the year. From 2028, the civil defence budget is estimated to reach 15 billion kronor per year.
The investments aim to build a more robust society and include key areas such as transport, energy, electronic communications, food supply, healthcare, and emergency services. The government plans, among other things, to strengthen the protection of transport infrastructure, improve the resilience of energy supply, and increase preparedness in digital communication. Food preparedness and drinking water supply are also prioritised, along with enhanced healthcare preparedness and the expansion of shelters.
The historic investment marks the government's long-term commitment to strengthening Sweden's preparedness for heightened readiness and war. The proposal is presented in the budget bill for 2025 and is based on an agreement with the Sweden Democrats.
