In an interview in Altinget, the national security advisor, Henrik Landerholm, states that the government has decided to establish a national security council. Under Landerholm's leadership, the intelligence council will work for "cooperation and information exchange" between the Government Offices and the authorities.

According to Altinget, the council consists of the head of Säpo, Charlotte von Essen, the director general of FRA, Björn Lyrvall, the head of Must, Thomas Nilsson, as well as state and cabinet secretaries from the Ministry of Justice, Ministry of Defence, and Ministry of Foreign Affairs.

The council is to meet regularly and has already held its first meeting.

During the government meeting on 2 November, Prime Minister Ulf Kristersson presented an item, Establishment of a national intelligence council. Previously, there was already an office under the Prime Minister's Office called the Office for Coordination of Intelligence. According to the description on the government's website, the office is to analyse and coordinate intelligence information within the Government Offices.

When asked if the current cooperation is insufficient, Henrik Landerholm responds:

“Cooperation is not insufficient in itself. However, today's threats require a broader approach, and through the work of the National Intelligence Council, coordination and dialogue can be strengthened. Cooperation and coordination are of utmost importance as external threats often manifest in internal security.”

In late October, the government announced that former Prime Minister and Minister for Foreign Affairs Carl Bildt (M) has been appointed as a special investigator to conduct a review of Swedish intelligence activities.

In a press release from the Ministry of Defence on 30 October, the government states that the investigation will assess the intelligence needs of the government, authorities, and other actors relevant to Sweden's security and how these needs can be met. Coordination and the ability to compile and analyse intelligence to meet the needs will also be analysed. If necessary, the investigator will also provide necessary legislative proposals in the investigation.
