The Defence Commission states in the report, Kraftsamling - The Direction of Total Defence and the Design of Civil Defence, that it is time for action, writes the Ministry of Defence in a press release.
In the report, the Defence Commission provides the following situation description, among others:
The Defence Commission believes that civil defence needs to develop a higher total defence capability in the near term and notes that the build-up is occurring from a low level.
The awareness of the low baseline needs to permeate all parts of society and be the primary driving force for the development of total defence in the coming years.
Tasks, regulations, and responsibilities for a higher total defence capability are partly in place, but there is a lack of societal planning, a culture, and an approach among decision-makers that are based on the demands a war imposes.
