The government has decided that the Swedish National Defence Radio Establishment (FRA) will take over the operational and strategic cybersecurity activities currently conducted by the Swedish Civil Contingencies Agency (MSB). The transfer is to be completed by 1 July 2026 and means that the National Cybersecurity Centre (NCSC), which is already part of FRA, will have a clearer consolidated responsibility.

In a press release from FRA, Director General Björn Lyrvall emphasises that the initiative strengthens Sweden's ability to counter cyberattacks and protect critical infrastructure.

– By consolidating expertise and resources, we strengthen the resilience of the entire society. We warmly welcome the personnel affected to FRA, he says.

According to the Ministry of Defence, the government has tasked both FRA and MSB with preparing the transition.

– Today's decision means we are taking the next step in the right direction, so that the centre can establish itself as the central hub in the ongoing cybersecurity efforts, says Minister for Civil Defence Carl-Oskar Bohlin.

In a statement from NCSC, the centre's head John Billow says he looks forward to integrating new colleagues and continuing development together with the cooperating agencies, including the Swedish Armed Forces, the Swedish Security Service, the Swedish Police Authority, the Swedish Defence Materiel Administration, and the Swedish Post and Telecom Authority.

The government assesses that the new distribution of responsibilities creates better conditions for a coordinated national cybersecurity effort with NCSC as the hub.
