According to information to Ekot, the government would decide on the defence agreement during the government meeting on 30 November.
After the government meeting, the Ministry of Defence published an article clarifying that the agreement would be signed before the end of the year and that certain administrative measures remained from both the Swedish and American sides. The Ministry also announced that the agreement would come into force at the end of 2024 after the parliament approved the agreement and decided on the legislative changes required to enable the agreement's commitments within Sweden.
The agreement has been negotiated with the Americans since January this year, which Defence Minister Pål Jonson announced during his speech at the Folk och Försvar national conference in Sälen.
"Initiating these negotiations with Sweden reflects our commitment to strengthen and revitalise the U.S. partnership to meet common security challenges while protecting shared interests and values," wrote the White House on the occasion of the announcement.
According to an article from SVT Nyheter on 4 December, the agreement is expected to allow U.S. forces to pre-position defence materiel on Swedish bases. Additionally, the agreement will mean that American soldiers will largely be subject to American law rather than Swedish law.
The DCA will become public when the agreement is signed. Norway has an agreement with the USA already, and negotiations are ongoing with both Finland and Denmark.
The Ministry of Defence asserts that all "activities shall be conducted with full respect for Swedish sovereignty, Swedish laws, and Sweden's international obligations, but also that the closer security cooperation established through the DCA agreement is in accordance with international law and based on Swedish consent."
