The Swedish Civil Defence and Resilience Agency (MCF) is running a pilot project to produce protective concrete blocks locally in Ukraine. It covers ten energy facilities, the agency said on 22 October.
Swedish actors are funding the production instead of shipping heavy blocks from Sweden. According to MCF, this cuts transport needs and creates local jobs. The pilot could later be scaled up to many more sites.
Since 2022, MCF has coordinated 308 shipments of over 3,200 tonnes of equipment through the EU Civil Protection Mechanism. Deliveries include generators, transformers, cable and 1,908 gabions. These sand-filled baskets protect against shrapnel and blast.
Citing Ukraine’s energy ministry, MCF says Russia used around 6,700 missiles and drones against the energy sector between June 2025 and late August 2026. In that period, 1,528 energy facilities were attacked.
— Several of the products now used in Ukraine have previously been used in Sweden in floods, landslides and other crisis management, says Rickard Wennergrund, a project manager at MCF.
He said the same solutions could protect critical services in a heightened state of alert or armed conflict.
