On 15 December 2025, the EU Council adopted decision (CFSP) 2025/25941 on restrictive measures in response to actions undermining or threatening Ukraine's territorial integrity, sovereignty, and independence.
The EU's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, states in a declaration that the council has added five individuals and four entities to the list of persons, entities, and bodies subject to restrictive measures as per the annex to decision 2014/145/CFSP.
The declaration indicates that Albania, Bosnia and Herzegovina, Iceland, Liechtenstein, Moldova, Montenegro, North Macedonia, Norway, and Ukraine align themselves with the council's decision. According to the text, these countries are to ensure that their national policies are consistent with the decision. The EU states in the declaration that the union notes the commitment and welcomes it.
