The government announced extensive investments to strengthen Sweden's military defence during a press conference with Prime Minister Ulf Kristersson (Moderate Party), Minister for Energy and Business Ebba Busch (Christian Democrats), Minister for Education Johan Pehrson (Sweden Democrats), and the leader of the Sweden Democrats, Jimmie Åkesson. To finance this, the Tidö parties plan to borrow up to 300 billion kronor during a transitional period until 2035.
During the press conference, Ulf Kristersson emphasised that Sweden intends to increase defence spending to 3.5 percent of GDP by 2030, but also that the amount may be raised further if necessary.
To strengthen military defence, the government proposes an authorisation of 25 billion kronor for the purchase of new defence materiel starting in 2025, with deliveries planned during the period 2026–2028. This may include timely purchases of, for example, "air defence, drones, rocket artillery, as well as personal equipment and ammunition."
At the same time, an increase in the financial framework for military support to Ukraine is proposed, from 25 billion to just over 40 billion kronor during 2025, enabling Ukraine to rapidly strengthen its defence capability in a vulnerable situation. To address increased risks of hybrid threats, the government plans a package of measures totalling 96 million kronor during 2025. This package aims to enhance the capabilities of the Swedish Coast Guard (Kustbevakningen), the Civil Defence and Resilience Agency (Myndigheten för samhällsskydd och beredskap), and the Psychological Defence Agency (Myndigheten för psykologiskt försvar) to manage hybrid threats across various domains, including maritime and cyber domains.
