The Swedish Armed Forces have presented Cyber Defence Doctrine Approach, a strategic document aimed at accelerating the development of Sweden's cyber defence capability. The document introduces a common approach and terminology for planning and executing cyber defence, focusing on addressing threats during heightened readiness and armed attacks, according to a press release from the Headquarters.

– The Cyber Defence Doctrine Approach is the first of its kind, and my hope is that it will both support the execution of operations and serve as a tool to continue the rapid development of cyber defence capability, says Major General Johan Pekkari, head of the Defence Staff's Strategy Unit (FST STRA) and of the Swedish Armed Forces' cyber defence.

Cyber defence is an integrated part of Sweden's military defence and encompasses both defensive and offensive capabilities. The doctrine approach emphasises, among other things, the importance of cooperation with total defence and advocates preventive cybersecurity measures throughout society.

Although the doctrine approach is not a formal part of the Swedish Armed Forces' doctrine, it serves as a basis for further development and adaptation to NATO's guiding documents, according to the press release. The aim of the approach is to strengthen both understanding and freedom of action within the cyber domain, as part of national and collective defence.

Recently, Sweden has intensified its efforts in cybersecurity. In September, the government presented a proposal to allocate 196 million kronor to strengthen the country's cybersecurity, including the development of the National Cybersecurity Centre (NCSC). In October, Sweden joined the Ukrainian capability coalition focusing on IT.
