Norway joins the EU defence industry programme EDIP

Norway is joining the EU's new defence industry programme, the European Defence Industry Programme (EDIP), from 2026 and will contribute approximately 29 million euros, equivalent to around 315 million Swedish kronor, during the period 2026-2028.

According to the Norwegian Ministry of Defence, the funds will be used to support the EU's efforts to strengthen European and Ukrainian defence industry. The financing is drawn from the military component of the Norwegian Nansen programme for support to Ukraine.

- This is the first time the government has allocated funds to participate in EDIP. Norwegian participation in the programme is an important part of the government's work to strengthen Ukraine's access to critical defence materiel, says Defence Minister Tore O. Sandvik in a press release from the Norwegian government.

Through participation, Norwegian defence industry will have the opportunity to apply for funding within the programme. The Norwegian government highlights in particular the production of advanced military explosives and rocket motors as areas where Norway already possesses capacity that is in demand by Ukraine.

- Ukraine has asked Norway to invest in industrial capacity here at home in order to increase their access to materiel. EDIP gives industry the opportunity to scale up with support from the EU, says Sandvik.

EDIP covers a total of 1.5 billion euros during the period 2026-2028 and aims to strengthen European and Ukrainian defence industry as well as increase production capacity across Europe.
