Norway Establishes the Clearance Directorate
Norway plans to establish the Clearance Directorate, a new authority aimed at streamlining security vetting for civilian and military actors, with the goal of reducing lengthy processing times and complex procedures. The authority, which will fall under the Ministry of Justice and Emergency Preparedness, is expected to commence operations in 2027 and play a crucial role in Norway's total defence.
The Norwegian government plans to establish a new joint authority for civil and military security clearance. The authority will be named the Clearance Directorate (KDIR) and will merge current actors in the field. This is stated in a press release from the Ministry of Justice and Emergency Preparedness.
– Information of significance for national security must be protected. For Norway's security, it is important to security-clear individuals who handle such information. Currently, processing times are too long, the processes are complicated, and many companies experience waiting times when they need security clearance for their employees. We will do something about this, says Minister of Justice and Emergency Preparedness Astri Aas-Hansen in the press release.
The Clearance Directorate will be located in Moss (southern Norway). The goal is to streamline and modernise the current system for security clearance, where the government states that processing times are currently long and the processes complex.
The proposal means that the Civil Clearance Authority (SKM), parts of the Defence Security Department, and certain tasks from the National Security Authority will be merged into the new directorate.
The Clearance Directorate will be organisationally subordinate to the Ministry of Justice and Emergency Preparedness and will function as a central expert body for security clearance according to the Security Act. The authority is also expected to play an important role within Norway's Total Defence.
The establishment is contingent upon the Storting (Norwegian Parliament) approving a legislative amendment. If this occurs, the plan is for the new authority to be in place by 1 January 2027.
A clearance system typically means that an individual is assessed and approved in a specific security classification. Those who are approved in such an assessment can receive a certificate of completed security clearance.
In Sweden, security clearance is instead linked to a specific position. In November last year, the Swedish government announced that it had appointed an inquiry into clearance. The assignment is to be reported within 18 months from the announcement.
Clearance systems are already applied in many NATO countries.
