The Swedish Agency for Total Defence Analysis (MTFA) states in its annual report for 2025 that actors in the civil defence still lack clear mandates and divisions of responsibility. The agency also warns that information deficiencies from other authorities have delayed and impaired several of its reviews.

According to MTFA, the greatest problems are found in the tension between the county administrative boards with geographical area responsibility and the central preparedness authorities. The agency describes this as the single largest obstacle to the development of total defence. In the autumn of 2025, the government initiated an investigation into the governance of administrative authorities during war and war-like conditions.

MTFA also reports that during 2025, the agency repeatedly faced difficulties in obtaining data from other authorities, and in a timely manner. This has led to delays in ongoing evaluations and has meant that the analyses could not be as in-depth as planned.

Of the 85.5 million SEK allocated to the agency for 2025, 66.7 million SEK was utilised – a usage rate of 78 percent. MTFA explains the discrepancy by stating that the agency is still in the process of being established, including delayed procurement of secure IT infrastructure.

In total, MTFA submitted seven reports to the government during the year. At the end of the year, the agency had 39 employees and increased its total costs by 22 percent compared to 2024.
