The purpose is to strengthen cooperation between civilian and military actors and to promote faster development and utilization of new technology within the defense sector. Special emphasis should be placed on facilitating small and medium-sized enterprises to use test facilities for, among other things, prototype testing.
According to the government decision, the analysis should also include security considerations, including obstacles and opportunities for private actors to use defense-related technical infrastructure. The consequences of military organizations using civilian facilities should also be highlighted.
Earlier in April, Defense Sector News reported that a new government mission was under preparation. The article described how the Swedish Armed Forces, FMV, FOI, and RISE currently manage a large number of test facilities for verification, training, and evaluation in several technical areas. Among these are firing ranges, vehicle test tracks, wind tunnels, EMC labs, as well as facilities for cybersecurity and electronic warfare.
The mission is to be reported to the Ministry of Defense no later than November 1, 2025.
