The government proposes in a bill that the Swedish Armed Forces should have the same opportunity as the Defence Materiel Administration, FMV, to in certain cases decide on exemptions from the provisions in the Defence and Security Procurement Act, LUFS, when it is necessary with regard to Sweden's essential security interests. According to a press release on the government's website, it is proposed that the financial threshold for when the Swedish Armed Forces and FMV can make decisions be raised to 200 million kronor.

The proposal is given against the background of the security situation in Europe and the need to simplify and streamline the procurement capabilities of the Swedish Armed Forces and FMV.

According to the proposal, the Swedish Armed Forces should be given the same opportunity as FMV to in certain individual cases decide on exemptions from LUFS that are necessary with regard to Sweden's essential security interests. Normally, these decisions would have required government approval. 

The government also proposes that the financial threshold for when the Swedish Armed Forces and the Defence Materiel Administration can decide on exemptions from the Defence and Security Procurement Act with regard to Sweden's essential security interests should be raised to 200,000,000 kronor.

The legislative changes are proposed to come into force on 1 June 2023.
