The government has tasked the Swedish Defence Materiel Administration (FMV) with investigating the conditions for a Swedish defence industry office in Ukraine. The aim is to facilitate collaboration on defence materiel and joint production. At the same time, a Nordic cooperation is being initiated regarding a Ukrainian defence export office in Copenhagen (Denmark).

According to a new government assignment, FMV is to develop scalable options to expand its current Ukrainian staffing into a full-scale defence industry office. The work is to be carried out in collaboration with relevant Swedish authorities and industry stakeholders. The agency is also urged to take preparatory measures within the existing financial framework, and a written report is to be submitted to the Ministry of Defence by 29 May 2026.

The assignment further includes a stated Nordic dimension where FMV is to collaborate with the relevant Danish authority. The goal is described as investigating how cooperation can occur regarding the defence export office that Ukraine plans to establish in Copenhagen. The government office is to be kept continuously informed, and the financing of this cooperation is also to be reported at the end of May.

To concretely facilitate the Swedish defence industry, FMV is also mandated to issue reference letters to Swedish companies, according to the statement. To be eligible for such a letter, an existing business relationship with the Swedish state is required, as well as a clear Swedish or Ukrainian demand for the relevant materiel. Should the materiel be procured by Sweden for further donation, the requirement is that the financing falls within the existing financial framework for military support to Ukraine.
