FMV's Director General Göran Mårtensson states that the decision enables Ukraine to expedite procurements by utilising FMV's expertise and established procedures to conduct its own procurements, a process that begins immediately.
The government's decision permits FMV to negotiate and enter into international agreements with the competent authority in Ukraine regarding, among other things, the procurement of defence materiel. The decision also provides the opportunity for cooperation in the support, development, and establishment of procurement organisations and activities, as well as the exchange of information and experience in the field.
The cooperation thus allows Ukraine to use existing Swedish contractual structures and procedures and to join ongoing Swedish procurements and existing Swedish orders.
Furthermore, the government has decided to assign the Swedish Armed Forces the task of making preparations to enable non-deployed units of the Archer artillery system, along with associated equipment and ammunition, to be prepared and donated to Ukraine. The Swedish Armed Forces must report the conditions for how this will be accomplished by 3 March 2023. In this work, the Swedish Armed Forces shall collaborate with FMV.
