A working group appointed by Finland’s Ministry of Defence has proposed introducing a model for defence exports in which the state acts as the seller to other countries. The proposal aims to strengthen the competitiveness of Finland’s defence industry and support international cooperation.

– The government has identified the defence industry as one of the sectors with the greatest potential to contribute to Finland’s future growth and prosperity, said Minister of Defence Antti Häkkänen.

The working group has submitted its final report to Häkkänen, outlining proposals for introducing a Government-to-Government (G2G) model in Finland, according to the Ministry of Defence.

Under the model, the purchasing state enters into a contract directly with the selling state rather than with the manufacturer. The selling state can either transfer existing defence equipment or purchase equipment from industry for resale.

According to the working group, the importance of G2G transactions has increased in recent years, including within the EU. The model could strengthen the competitiveness of Finland’s defence and security industry and help retain critical expertise and production capacity in the country.

The working group also considers that the model could deepen Finland’s defence and security policy cooperation with partner countries.

The report includes proposals for further measures to prepare for the introduction of the model.
