Finland is allocating an additional 40 million euros to NATO's and the United States' PURL initiative in support of Ukraine. The funding forms part of the additional 300 million euro military aid commitment to Ukraine for 2026 to 2027, agreed during this spring's budget negotiations.

According to a press release from the Finnish Ministry of Defence (Puolustusministeriö), Prime Minister Petteri Orpo announced the new contribution at the Ukraine Recovery Conference in Gdańsk, Poland, on 25 to 26 June.

"Russia has continued its increasingly devastating attacks against civilian targets in Ukraine. Through the PURL initiative, Finland is contributing to strengthening Ukraine's air defences," said Prime Minister Petteri Orpo in the press release.

The PURL initiative (Prioritized Ukraine Requirements List) was launched by United States President Donald Trump and NATO Secretary General Mark Rutte in July 2025. Through the mechanism, European allies and Canada fund support packages in which American defence materiel is procured for rapid delivery to Ukraine.

"The support provided through the PURL initiative significantly strengthens Ukraine's air defences in particular during this critical period. Finland has committed to supporting Ukraine over the long term through several different forms of assistance, which in addition to the PURL initiative also include the domestic defence industry programme and materiel transfers from Finnish Defence Forces (Puolustusvoimat) stockpiles," said Defence Minister Antti Häkkänen in the press release.

Nordic Defence Sector has previously reported on several Nordic contributions through PURL. In November 2025, the Nordic and Baltic countries agreed on a joint support package of 500 million dollars via the mechanism. During 2026, Norway has on several occasions announced new contributions, including 1.3 billion Norwegian kroner to an international air defence package. Finland has also previously joined the initiative through its 30th military aid package to Ukraine.
