The Nordic and Baltic countries have agreed to finance a joint package of 500 million dollars in defence materiel to Ukraine through the US-led initiative PURL. The decision was announced at the defence ministers' meeting within the framework of NB8 in Helsinki (capital of Finland), where the ministers also met under the framework of Nordefco.
According to the joint statement from the ministers, published by Finland's Ministry of Defence, Denmark, Estonia, Finland, Latvia, Lithuania, Norway, Sweden, and Iceland are participating in the financing of the package. The ministers emphasise in the statement their continued support for Ukraine and underline the country's importance for Europe's security.
In a separate press release from Finland's Ministry of Defence, it is stated that the materiel will be purchased from the USA under the Prioritised Ukraine Requirements List (PURL), an initiative presented by US President Donald Trump and NATO Secretary General Mark Rutte in July 2025.
– It is crucial that Ukraine receives the necessary defence materiel quickly, says Antti Häkkänen, Finland's Minister of Defence, in the press release.
Sweden's Ministry of Defence states in a press release that Sweden is contributing approximately 600 million kronor to the package. According to the ministry, this is part of previously announced support.
– The contribution strengthens Ukraine's air defence capability and defence against Russia, says Defence Minister Pål Jonson.
Norway's government announces in a separate news release that Norway is contributing 2 billion Norwegian kroner, thus accounting for the largest share of the package. According to the Norwegian press release, the financing will be through the Nansen programme.
– This is an example of how well the Nordic-Baltic cooperation has developed, says Defence Minister Tore O. Sandvik.
The Danish Ministry of Defence states that Denmark's contribution amounts to approximately 400 million Danish kroner. In their press release, Defence Minister Troels Lund Poulsen describes the package as an important addition to air defence capability and the Ukrainian Air Force.
– The PURL initiative secures Ukraine's critical capabilities in the short term – and this is crucial right now, he says.
NATO confirms in its own statement that allies in the Nordic and Baltic regions are now financing a new PURL package. According to NATO, the materiel is of great importance as Ukraine enters the winter months.
– Our Nordic and Baltic allies are ramping up the financing of a new package with important military equipment for Ukraine, says Secretary General Mark Rutte in a press release from NATO.
The background to the decision is the Nordic-Baltic defence ministers' meetings in Helsinki on 12–13 November. The meetings have included discussions on, among other things, NATO cooperation, the defence industry, and continued support for Ukraine, under Finland's chairmanship in Nordefco and NB8.
