Denmark is joining the Finnish-Swedish procurement cooperation in the field of command and control systems. The accession agreement was signed in Stockholm on 9 September 2026 and also covers existing framework agreements with Bittium Wireless and KNL Networks.
According to a press release from the Finnish Defence Forces Logistics Command, the cooperation aims to promote compatible solutions, joint procurements and interoperability between the countries.
The cooperation is based on an implementation arrangement signed by Finland and Sweden in April 2025. The arrangement enables joint development and procurement cooperation within C4I systems (Command, Control, Communications, Computers and Intelligence), that is, command, communications, information systems and intelligence. Norway has also been invited to join.
In connection with the signing, Denmark acceded to the framework agreements that Finland and Sweden have concluded with Bittium Wireless Oy and KNL Networks Oy. On behalf of Finland, the agreements were signed by Major General Tero Ylitalo, Commander of the Finnish Defence Forces Logistics Command.
The framework agreement with Bittium covers solutions for tactical communications and command and control systems, an agreement NDS has previously reported on. The agreement with KNL Networks enables the procurement of cognitive HF radios.
The joint framework agreements give the countries the opportunity to carry out procurements within the same contractual structure. According to the press release, larger procurement volumes are expected to increase cost efficiency and strengthen the countries' joint capability.
Denmark's accession means that the Finnish-Swedish FISE cooperation in the field of command and control systems is being expanded into the Nordic Defence Cooperation (NORDEFCO), the joint defence cooperation framework involving Denmark, Finland, Iceland, Norway and Sweden.
