The government has tasked the Swedish Civil Contingencies Agency (MSB) with presenting proposals to strengthen Sweden's civil defence during the period 2025-2030. Today, MSB presents its response through a report they call Framåtanda – a prioritisation of measures to strengthen the civil defence. MSB has proposed three different levels of investments - 10, 15, and 20 billion kronor annually - to increase the country's resilience in the event of a potential military attack.
The measures aim to maintain essential societal functions and supplies, strengthen municipalities' ability to handle wartime situations, and ensure the endurance of societal operations. The government and parliament must now consider these proposals to ensure Sweden's security and resilience.
MSB's Director General, Charlotte Petri Gornitzka, has also presented the proposals for prioritising the strengthening of Sweden's civil defence up to 2030 in an opinion piece in Dagens Nyheter.
They have segmented the support into three levels of investments of 10, 15, and 20 billion kronor annually to demonstrate the differences in outcomes depending on the level of support provided.
The differences between the funding levels manifest in both the scope of what can be prioritised and in endurance, according to Charlotte Petri Gornitzka.
The Director General emphasises that at the level of 20 billion kronor, some deficiencies remain in relation to the goal for civil defence, but it results in a better overall situation. She concludes by stating that substantial investments are required to achieve the capability that the policy has so far indicated is desired.
