Norwegian Defence Invests One Billion in AI Centre

The Norwegian Armed Forces (Forsvaret) state in a press release that they are intensifying their work with artificial intelligence by establishing a new department for data and AI. Over the upcoming long-term plan, at least one billion Norwegian kroner will be invested to build up national capability in this area.

– The new AI centre marks the starting point for a long-term, cross-sectoral initiative to make the Armed Forces more data-driven and AI-supported. However, it is also driven by an increasing willingness to change within the Armed Forces, says Norway's Supreme Commander Eirik Kristoffersen.

Kristoffersen believes that artificial intelligence is crucial for the ability to understand, decide, and act faster when facing increasingly sophisticated adversaries. According to the defence chief, a technological advantage is necessary for Norway's security and credibility.

The initiative revolves around the establishment of a centre for applied artificial intelligence. The operations will initially be located at Kjeller, in close proximity to the Norwegian Defence Research Establishment (Forsvarets forskningsinstitutt, FFI), and the Cyber Defence will be responsible for its operation.

Currently, ten people have been employed, but the organisation will be scaled up based on needs during the period. According to the Armed Forces, the ambition is to gather expertise and develop practical solutions to bridge the gap between strategic ambitions and operational reality, rather than competing with universities for basic research.

– This is not just about future operations at the sharp end. It concerns the entire Armed Forces – from planning and decision support, to logistics, operations, and management in everyday life, says Bjørn Tore Markussen, Director of Technology and ICT in the Norwegian Armed Forces.

The Cyber Defence's IT department (CIT) is described as a central player in the digital transformation. Major General Halvor Johansen, head of the Cyber Defence, states that they have gathered expertise in areas such as infrastructure, platforms, and data to support both technology development and operational management.
