Denmark Receives Green Light in EU's New Defence Initiative
Denmark is one of eight countries that have had their national plans approved by the European Commission under the SAFE programme, enabling extensive investments in the European defence industry. The EU Council now has four weeks to adopt the implementation decisions, and the first disbursements are expected to occur in March 2026.
Security Action for Europe (SAFE) is an EU initiative designed to provide member states with financial support to accelerate defence readiness and enable extensive investments in the European defence industry. The EU Commission now announces that eight countries, including Denmark, have had their plans approved in the first stage.
The SAFE programme came into effect in May 2025, allowing EU member states to submit national plans to access funding and thereby accelerate investments in their defence capabilities. The programme encompasses a total of 150 billion euros in loans to member states that have submitted plans and been granted support. The loans are intended to enable urgent and extensive investments in support of the European defence industry.
A total of 19 member states have submitted plans under the programme, and now the EU Commission has given the green light to eight of these. In addition to Denmark, this includes Belgium, Bulgaria, Cyprus, Croatia, Spain, Portugal, and Romania.
The EU Commission has assessed and approved the plans. The process now moves to the EU Council, which has four weeks to adopt the implementation decisions. Upon approval, the Commission will finalise the loan agreements, with the first disbursements expected in March 2026.
European Commission President Ursula von der Leyen comments on the decision:
– Over the past year, the EU has made more progress in the field of defence than in several decades. The White Paper and the readiness roadmap to 2030 have enabled member states to mobilise up to 800 billion euros for defence, including 150 billion euros for joint procurement through SAFE.

Ursula von der Leyen emphasises that other member states that have submitted plans may receive their decisions later in the process.
– We have now approved a first round of SAFE plans for Belgium, Bulgaria, Denmark, Spain, Croatia, Cyprus, Portugal, and Romania. The others will follow shortly thereafter. It is now urgent for the Council to approve these plans so that rapid disbursements can be enabled, says von der Leyen.
Among the member states that have not yet received a decision are Finland, Poland, and the Baltic states.
